Between October 27-29, eGA’s main lecture room EUROPE was full of representatives from civil society organizations of the Western Balkan countries – North Macedonia, Kosovo, Serbia, Montenegro, and Albania. Virtually, of course. The training course was part of the Increasing Civic Engagement in the Digital Agenda – ICEDA project, co-funded by the European Union and is aimed at transferring the Estonian experience to the Western Balkans countries on how civil society organizations (CSOs) could raise awareness on digital transformation and e-services among their citizens, and among the journalists and decision-makers.

The training was intended for building the capacities of the project partners, namely the Metamorphosis Foundation (North Macedonia),  Levizja Mjaft! (Albania), CRTA – Center for Research, Transparency and Accountability (Serbia), NGO 35mm (Montenegro), and ODK – Open Data Kosovo (Kosovo), to more efficiently conduct activities related to the Digital Agenda, among which capacity building activities for CSOs, media, and public institutions.

The training began with a pre-webinar on advocacy on October 21st, following the main training, after which a post-webinar on cybersecurity is foreseen. The participants’ journey towards the development of the Digital agenda was guided by eGA’s experts Linnar Viik, Kristina Mänd, and Kristina Reinsalu, and by Estonia’s distinguished media, communication, CSO and e-government experts Raul Rebane (media expert), Hendrik Roonemaa (tech journalist), Janek Rozov (Information Technology and Development Centre of the Ministry of Interior), Marten Kaevats (Estonian State Chancellery), Ants Sild (Baltic Computer Systems), Doris Põld (Board Member at ITL Digital Lab) and Margo Loor (Citizen OS).

 

The project “Increasing Civic Engagement in the Digital Agenda – ICEDA” is implemented by the Metamorphosis Foundation (North Macedonia), the Academy of e-Governance (Estonia), Levizja Mjaft! (Albania), CRTA – Center for Research, Transparency and Accountability (Serbia), NGO 35mm (Montenegro), and ODK – Open Data Kosovo (Kosovo). ICEDA: Meeting with the EU Info Center and EU delegation to Montenegro representatives

Today, at our request, a meeting was held between NGO 35mm, representatives from EU Info Center, and Miss Nadežda Dramićanin, Media and Public Affairs Adviser from EU Delegation to Montenegro via ZOOM. The meeting was about presenting the project Increasing Civic Participation in the Digital Agenda – #ICEDA, co-funded by the European Union.

At the meeting, ICEDA national coordinator from Montenegro Snežana Nikčević started off with a short opening and introduced the implemented activities along with the ones that are currently in the process. The participants discussed how some activities could be shifted online and still reach the targeted audience.

The meeting was wrapped up with the discussion of possible joint actions related to the ICEDA project in Montenegro.

For the purposes of the project Increasing Civic Engagement in the Digital Agenda – ICEDA, co-financed by the European Union and based on the Grant Contract with ref. no. IPA/2019-414-059, NVO 35MM opens a

CALL FOR SUBMISSION OF BIDS
for the procurement of services for the preparation of Investigative articles for the Digital Agenda

 

NVO 35 MM is seeking to contract Investigative journalists who will be engaged to produce Investigative articles about the Digital Agenda.

In total 6 investigative articles will be published in the span course of three years, i.e. 2 per year.

The investigative articles should be focused on the impact of certain developments or situations on the lives of the ordinary citizens and the institutions to incite media interest and promote public debate (such as improving the efficiency of certain eGovernment applications or reporting on needs of citizens that have been met elsewhere through such solutions).

The articles will contribute to reaffirming and upholding the Digital Agenda through systematic fact-based investigative articles about issues directly affecting the quality of life of citizens in the Western Balkans. This activity will directly tackle the evident absence of fact-based media content that includes expert analysis mainstreaming the issues related to the Digital Agenda in the Western Balkans.

The journalists will conduct the investigative work and placement in Montenegro, where the articles will be based on.

Essential experience and qualification:

  • University degree or professional certifications for Journalism;
  • Applicants need to have a proven track record of at least 3 years’ experience in the field of Journalism;
  • Evidence of having done similar work previously (2 samples of investigative articles).

Key skills:

  • Good writing skills;
  • Excellent knowledge of Montenegrin language and English knowledge;
  • Good reporting and research skills;
  • Good understanding of the concept of digitalization.

The organization reserves the right to contract multiple journalists for this Call.

ICEDA is delighted to announce this Call for Applications to provide support to CSOs to promote the Digital Agenda through the first Small Grants Scheme Cycle LOT 1: Awarding of sub-grants for the e-Government Support Centers, awarding 15 small grants to CSOs from Albania, Kosovo, Montenegro, North Macedonia and Serbia (the target is approximately 3 grants per country), in the range between EUR 13.000 to EUR 17.000 per grant. The duration for the implementation of the individual grants is 18 months.

Information Sessions

An online information session for potential applicants will be organized by the ICEDA project Partners, in the form of webinars for up to 1 hour. One information session will be held within each of the five Western Balkans countries, conducted in local languages.

For Montenegro, the session would be held on the 10th of September 2020 at 10:00 AM (follow @NVO35mmEmisijaRobinHud for more information).

The Increasing Civic Engagement in the Digital Agenda (ICEDA) network issues an:

CALL FOR APPLICATIONS

ICEDA is delighted to inform you about an upcoming Call for Applications that would to provide support to CSOs to promote the Digital Agenda through the first Small Grants Scheme Cycle LOT 1: Awarding of sub-grants for the e-Government Support Centers, awarding 15 small grants to CSOs from Albania, Kosovo, Montenegro, North Macedonia and Serbia (the target is approximately 3 grants per country), in the range between EUR 13.000 to EUR 17.000 per grant. The duration for the implementation of the individual grants is 18 months.

ICEDA will provide support to CSOs to perform initiatives within their native countries, by awarding small grants that will contribute to achieving the following overall objectives:

  • To increase the capacity of CSOs and media for tackling challenges related to the Digital Agenda, empowering them to become active participants in the process;
  • To enhance the role of CSOs in aiding state institutions to better exploit the potential of Information and Communication Technologies (ICTs) in order to improve the quality of their e-services to the citizens and increase their openness including achieving greater transparency and accountability through the development of efficient eGovernment systems;
  • To strengthen online trust and security by providing training and awareness-raising through a network of CSOs promoting digital literacy, skills, and inclusion at regional, national and local level;
  • To increase the visibility of issues related to the Digital Agenda within civil society and media;
  • To increase the citizen demand for quality e-services through training and awareness-raising by the CSOs.

Eligibility of Applicants

The applicants and co-applicants need to be:

  • non-profit-making and be registered as a civil society organization;
  • registered in Albania, Kosovo, Montenegro, North Macedonia or Serbia for at least 1 year before the date of publication of the call and;
  • have 1 year of experience in the implementation of projects in Albania, Kosovo, Montenegro, North Macedonia or Serbia.

One organization can apply with only one project application as a lead applicant and can participate in only one additional project application as a co-applicant/partner. One organization can participate in a maximum of two projects. Alternatively, one organization can participate in up to two projects as a partner. Furthermore, priority will be given to the projects which are going to have a direct partnership agreement with local or central institutions.
